First, small and medium-sized city commercial banks performance appraisal main issues: (1) assessment focused on the business units and groups of the assessment failed to refine to the business lines and individuals. As a result, the phenomenon of internal egalitarianism in business units still exists, and business features and effectiveness can not be maximized. First, for employees who are in different posts and engaged in different jobs, they have not been able to establish a target system that covers every employee in combination with the Bank’s business strategy and development goals.
