强基固本谋发展以学为先添活力建设一支高素质的税务干部队伍,是充分发挥税收职能作用、推动税收事业持续快速发展的关键。为进一步引深“人才兴税”战略,不断提高广大干部职工的综合素质,2010年,太原市国税局坚持“以人为本、全面发展”原则,以提高干部素质、增强干部活力、助推国税发展为目标,在全系统开展干部大集训并建立了集训长效机制。2011年,按照这一长效机制的部署和要求,精心筹备和组织开展了第二期大集训活动,经过两年的实践探索,具有太原国税特色的干部大集训机制初步形成并取得了明显成效。

In order to further deepen the strategy of “taxing talent by means of talents” and continuously improve the overall quality of cadres and workers, in 2010, the IRS of Taiyuan City adhered to the principle of “people-oriented and all-round development” to improve the quality of cadres and enhance the vitality of cadres. The goal of pushing forward the development of taxation was to conduct a large-scale cadre training and establish a long-term training mechanism for cadres throughout the system. In 2011, in accordance with the deployment and requirements of this long-term mechanism, the second phase of large-scale training activities was carefully planned and organized. After two years of practical exploration, the mechanism of large-scale training for cadres with the characteristics of Taiyuan’s tax had initially taken shape and achieved remarkable results .
