读了《中国劳动科学》1989年第7期发表的曹文义同志的《迷惘、震撼与思索》一文后,感到他说出了同行们的心里话,他提出的问题及其见解值得重视。从我们的劳动计划管理现状看,基本上是年年计划年年超,计划外用工则是年年压缩年年增。为了有效地改变这种状况,解决使用计划外用工问题,除审定劳动计划要实事求是外,特提出以下几点具体意见供有关方面参考:
