抗战胜利后,民主契机在中国的出现催生了省县市参议会的普遍建立,上海市政府决定于1946年4月28日举行参议员选举,以组织上海市参议会,并举行为期一周的扩大宣传活动。竞选宣传成为候选人让选民了解自己的有效方式和途径。从竞选方式来看,有传统的演讲、宴请、标语、传单,也曾借助于现代手段的广播、报刊、广告等现代媒体。这些方式的综合运用,对推进现代选举制度具有积极意义,但主动竞选者的范围和受竞选影响的选举人的范围还都十分有限。
After the victory of Anti-Japanese War, the emergence of democratic opportunity in China gave birth to the establishment of provincial, county and city councils. The Shanghai municipal government decided to hold a senatorial election on April 28, 1946 to organize the Shanghai Senate and hold a week-long expansion promotional activity. Campaign advocacy serves as a way for candidates to understand their own ways and means. From the point of view of the election campaign, there are traditional media such as speeches, banquets, slogans, leaflets, and radio, newspapers, and advertisements that also resort to modern means. The comprehensive utilization of these methods is of positive significance for advancing the modern electoral system. However, the scope of active candidates and the voters affected by the election campaigns are still very limited.
