战国时期，宋国有一位司城，名乐喜，字子罕，掌管朝政。《左传·襄公十五年》载有他为政清廉一事：宋国有人得到一块宝玉，把它献给司城子罕，子罕不接受。献玉人说：“这块玉已让玉匠鉴别过，玉匠以为是块宝玉，所以我才献给您”。子罕说：“我把不贪视为宝，你把玉视为宝。如果你把玉给了我，咱俩就都失去了宝．不如你我各有自己的宝”。子罕不接受这位国人的馈赠，是因为他清楚地认识到：对为官者来说，廉洁的品格比任何宝物都宝贵。
