一、当前义务教育运行体制存在的问题现行义务教育体制在其运行过程中出现了许多新问题与新矛盾,主要表现在以下几个方面: 1、城乡间、地区间“普九”水平相差悬殊,平均受教育年限较低由于过分强调统一,不注意地区差异,全国统一学制,统一招生,统一的教学计划、大纲与教材;由于时义务教育的普及往往采用命令突击与强化的方式来推行,既没有足够的物质与经费的投入,又没有分地区、分层次来推行,致使地区差异不断扩大,有的地方(广大中西部地区)“普九”率很低,已“普九”的地方也出现巩固率下降,辍学率反弹的现象。
