Continued Perfection of Grain Circulation System in the Reform Since 1998, Anhui Province has earnestly implemented the decision of the State Council on deepening the reform of the grain circulation system and vigorously implemented the policy of opening farmer’s surplus grain at the protection price and achieved remarkable results. The average annual acquisition volume of the province from 1999 to 2001 was above 7.5 million tons, much higher than the acquisition volume in previous years.
