生态脆弱区是指抗干扰能力低,生态系统不稳地的区域。中国传统的“先污染、后治理”模式使西部地区出现了水土流失、沙漠化、植被锐减等环境问题,而当地经济发展水平仍然较低、贫困问题突出。针对这些环境、经济方面的问题,探索新的发展思路,构建循环产业集群。循环产业集群是一种新的产业组织模式,能够较好的实现经济与和环境的和谐统一。 Ecologically vulnerable areas are those areas with low anti-interference ability and unstable ecosystem. China’s traditional “pollution and post-treatment” model has caused environmental problems such as soil and water loss, desertification and sharp decline in vegetation in the western region. However, the local economic development level is still low and the problem of poverty is outstanding.
