党的十四届六中全会以及全会审议通过的《中共中央关于加强社会主义精神文明建设若干重要问题的决议》,把社会主义精神文明建设提到了更加突出的地位。文明单位创建工作是社会主义精神文明建设的重要内容之一,如何通过富有成效的工作,促进这项工作向全方位、高标准和深层次方向发展,仍有必要对此进行积极地探索。结合我们创建文明单位的实践,我们认为创建工作要选准五个着力点:一、建设一个好班子领导班子是整个单位精神文明建设的倡导者、组织者和带头人。因此,必须把领导班子建设作为文明创建工作的重中之重,切实抓出成效。我们局近年在创建文明单位的实践中,始终坚持加大加强领导班子建设力度,仅1994年以来,局领导成员共拒收礼 The 6th Plenary Session of the 14th Central Committee of the Party and the “Resolution of the Central Committee of the Communist Party of China on Several Important Issues Regarding Strengthening the Construction of Socialist Spiritual Civilization” passed by the plenum put the prominence of the construction of socialist spiritual civilization. The establishment of a civilized unit is an important part of the construction of socialist spiritual civilization. It is still necessary to explore this issue actively through fruitful work to promote the development of this work in all aspects, at high standards and in depth. In combination with our practice of creating a civilized unit, we think that there are five main points for selecting a construction work: First, building a good leadership team is the advocator, organizer and leader of the entire unit in building spiritual civilization. Therefore, we must give top priority to the building of a leading body as the most important task in building a civilized society and earnestly give results. In the practice of establishing civilized units in recent years, our bureau has always insisted on stepping up efforts to strengthen the building of the leading body. Since 1994, bureau leaders have refused to accept the ceremony
