改革之举,贵在用人。这个关系到改革成败的大问题,已经越来越尖锐地提到人们面前了。在六届全国人大二次会议上,代表们谈到,当前迫在眉睫的一个问题是启用改革人才。有了改革人才,才能把改革进行到底。各级领导部门要站在改革的前列,大胆地坚决地选拔一大批能够开创新局面的改革者担负各级领导工作。许多代表列举大量事实说明,放手任用改革者,让他们担负领导工作,可以使一个地区、一个部门、一个企业的面貌迅速改观,出现令人鼓舞的新局面。
