过去十年里,研究全球范围绩效管理改革的文献迅速增加。这些文献主要讨论了一些什么样的问题?学者和实践者们又能从中学到什么?本文通过回顾2004—2013年的一些英文论文文献,分析绩效评估和管理改革的主题、措施、挑战和效果。文章发现,这十年间,在客观评估、主观评估和绩效管理这三个方面已发展出不少实用的评估工具和方法。此外,研究的焦点逐渐从绩效评估转向绩效管理。从改革的效果来看,部分发展中国家和发达国家的经验显示,大部分改革在取得收益的同时也面临着严峻的挑战。文章最后探讨了未来研究的发展方向。
Over the past decade, there has been a rapid increase in the literature on studying performance management reforms around the world. These articles mainly discuss some questions and what can scholars and practitioners learn from them? This article reviews the topics, measures, challenges and effects of performance evaluation and management reform by reviewing some English dissertation literature from 2004 to 2013 . The article found that in the past ten years, many practical evaluation tools and methods have been developed in the aspects of objective assessment, subjective assessment and performance management. In addition, the research focus gradually shifted from performance evaluation to performance management. From the perspective of the reform, the experience of some developing countries and developed countries shows that most of the reforms face serious challenges while gaining benefits. The article finally discusses the development direction of future research.
