人们常把文书档案看成死材料,认为它是过时的东西,与现实无多大的关系,因而束之高阁,或任其散失。我认为档案材料的死与活,在一定条件下是可以互相转化的,只要创造了一定的条件,死材料就可以转化为活材料。怎样创造这种转化条件?我们自1980年以来,做了两个方面的工作。一是搞好档案整理,使长期被人们遗忘了的材料经过整理立卷,提供给社会利用。1980年以前,我区教育系统的文书档案在文革十年动乱中遭到严重破坏,残存的档案材料关在多年未曾打开过的柜子里,任其虫蛀鼠咬,成了死材料。从1980年开始,我们狠抓了档案的整理,从地区教育局到各县、区、乡教育行政部门,从大、中专学校到各中学和中心小学,均组成专门班子进行清档,
People often think of clerical archives as dead material, think it is outdated things, and have little relationship with the reality, so put it away or let it go. I think the death and the survival of archival materials can be transformed into each other under certain conditions. As long as certain conditions are created, dead materials can be transformed into living materials. How to create this kind of conversion condition? We have done two aspects since 1980. First, do a good job finishing files, so that long been forgotten by the people after finishing the material, provided to the community. Before 1980, the file system of the education system in our district was severely damaged during the ten-year turmoil in the Cultural Revolution. The remaining archival materials were locked in cabinets that had not been opened for many years. Since 1980, we have done a lot of work in archiving. From the Regional Education Bureau to the educational administrations of counties, districts and townships, from major and secondary technical schools to all secondary schools and central primary schools, we have organized special teams to clear the archives,
