改革开放以来,我国不同阶层之间围绕经济权利的利益矛盾日益增多,基于对既有社会分配制度不满而产生的集体无理性的社会冲突日益增多,处于社会结构中不利地位或弱势的群体在利益冲突中采取极端行为的情况增多。为此,政府需要正确认识社会冲突的双重功能,从战略发展和近期需要着力解决的问题入手,强化冲突管理能力,在战略层面将冲突管理纳入政治社会发展战略当中,在组织层面拓宽冲突管理的主体力量,在制度层面强化冲突管理的机制和程序建设,在个体层面提升党政领导干部冲突管理的能力。
