1984年10月,国务院批准成立秦皇岛经济技术开发区。当时的规划面积只有1.9平方公里,在国务院同时批准的沿海14个国家级开发区中只是一个“小老弟”。而如今这里已长出了参天的经济大树,结下了丰硕的技术之果,成为环勃海地区一个最具活力的经济增长点。因此,人们说秦皇岛开发区是“小笼子养了只大鸟”。 据统计,秦皇岛开发区累计批准内联外引项目753家,创产值28.5亿元,出口创汇8100多万美元,初步形成了冶金、机械、电子、轻纺、精细化工、建材等六大门类的工业体系,并向旅游、房地产、保税等第三产业拓展。预计今年的工业总产值可由去年的6亿多元猛增到17亿多元,约占秦皇岛全市工业总产值的15％。

Therefore, people say that Qinhuangdao Development Zone is “a small cage raising a big bird.” According to statistics, Qinhuangdao Development Zone has approved a total of 753 inbound and outbound projects with a production value of 2.85 billion Yuan and an export volume of more than 81 million U.S. dollars. The six major categories of metallurgy, machinery, electronics, textile, fine chemicals and building materials are initially formed Industrial system, and tourism, real estate, bonded and other tertiary industries to expand. It is estimated that the total industrial output this year will soar to over 1.7 billion yuan from over 600 million yuan last year, accounting for about 15% of the total industrial output value of Qinhuangdao.
