核电设备采购具有知识密集、资金密集等突出特点,是核电建设单位项目管理的重点。核电示范项目应用新的技术路线,风险多发,对设备采购管理提出新的挑战。在EPC模式下,建设单位应构建能满足项目建设及运维管理等多方面需求的采购管理模式。从建设单位角度,分析应用AHP方法构造采购管理决策模型,确定决策指标再通过矩阵计算确定方案排序的方法,为建设单位在EPC框架下确定合适的采购管理模式提供科学决策方法。
Procurement of nuclear power equipment with knowledge-intensive, capital-intensive and other salient features of nuclear power construction unit project management focus. Nuclear power demonstration projects apply new technology routes with multiple risks and pose new challenges to equipment procurement management. Under the EPC mode, the construction unit should build a procurement management mode that can meet various needs of the project construction and operation and maintenance management. From the point of view of the construction unit, this paper analyzes the application of AHP method to construct the procurement management decision-making model, determines the decision index and then determines the ranking of programs through matrix calculation, and provides scientific decision-making method for the construction unit to determine the appropriate procurement management mode under EPC framework.
