事业单位是各类人才的重要聚集地,是实施人才强国战略的重要阵地,伴随着我国经济建设、科技进步和社会发展原有的事业单位人事管理模式已经不能适应社会事业发展的要求,人事管理方式行政化、用人机制不灵活、效率不高和实际上身份终身制的弊端逐渐凸显。事业单位也应与时俱进,深化事业单位人事制度改革,建立符合社会主义市场经济体制要求和事业单位特点、充满生机与活力的事业单位人事管理制度,具有非常重要的意义。
