大家知道公路养护按国家规定是属事业性质,可否推行经济责任制,可行性与必要性如何?必须从实践中进行研究探讨。公路养护事业与工业企业一样,在党的十一届三中全会路线的指引下,坚持四项基本原则,广大干部和群众积极投入到经济体制改革的洪流中,全国公路系统先后试行和推行了经济责任制。福建省公路局在1980年3月经省交通厅的同意和批准,就开始了对公路养护经济责任制的试点,经过了重点试行逐步推行,不断改善三个基本阶段,至今已有七年的历史。实践证明:公路养护单位
