Culture is an essential block that forms the values and actions of a group of people,which also acts as a distinguishing factor among communities and societies.Moreover,it is a crucial element that should be considered in understanding learners and developing instructional designs,as education is a set of learning actions based on values and perceptions.MOOCs are global online learning platforms that provide global learners with free and varied learning resources including courses from different world-class universities and institutions.Even if globalization has brought learners closer to share more similar or identical learning resources among each other,learning outcomes are expected to vary among cultures,mainly because learning behavior is a set of outcomes based on cultural differences.Taking this into consideration,this study aims to examine MOOCs from the cultural perspective in order for global learners,especially Korean learns in this study,to help utilize MOOCs with user-friendly services and contents.To achieve this objective,first of all,this study conducted case studies about some courses from edX,coursera,and KOCW(Korean open courseware)in order to compare and analyze cross-cultural issues based on Cultural Dimensions of Learning Framework(CDLF)suggested by Parrish and Linder-VanBerschot,which is a powerful tool that identifies cultural differences based on eight parameters.Then,from the findings about usability issues,this study draws out design strategies for KMOOC as well as MOOCs in an aim to facilitate their local adaptability in different learning environments.
