On 12 June 2012, the International Scientific Committee on Twentieth Century Heritage (ISC20C) of the International Council on Monuments and Sites (ICOMOS), Docomomo International and the International Union of Architects (UIA)jointly issued a Heritage Alert and a request to the Hong Kong Special Administrative Region (HKSAR) Government, calling for its urgent reconsideration of a redevelopment plan for the Former Central Government Offices (CGO), a 1950s modernist building compound on Government Hill which was scheduled to be partially demolished.Prior to the issue of the Heritage Alert, local concern groups had played an active role in challenging the governments decision and raising public awareness of the sites historical and architectural value.The CGO compound is an early example of modem reinforced concrete buildings in Hong Kong in the post-war period.Most buildings constructed at that time have been demolished in past decades to make way for postmodernist high-rise development.The CGO compound is one of the few remaining modernist public office buildings left in Hong Kong.This paper will present the story of this community-initiated conservation campaign, and how concerned citizens of Hong Kong gained international support to save a valuable piece of 20th century modem architecture with deep historical and political meaning.
