日本是世界煤炭消费的主要国家，十分重视对煤炭的稳定供给。从６０年代初至今日本政府共制订推行了九次煤炭政策，其核心是在保持煤炭稳定供给的前提下，调整国内煤炭工业的结构，压缩国内生产规模，加强海外开发，扩大进口量。为此，政府给予有力的扶持政策，取得显著效果。日本的实践对改革开放中的中国煤炭工业可资借鉴。
Japan is a major country in world coal consumption and attaches great importance to the steady supply of coal. From the early 1960s till today, the Japanese government has formulated and implemented a total of nine coal policies. Its core is to adjust the structure of the domestic coal industry, reduce the scale of domestic production, strengthen overseas development and increase the import volume while maintaining a stable supply of coal. Therefore, the government has given strong supportive policies and achieved remarkable results. Japan’s practice of China’s reform and opening up of the coal industry can learn from.
