《西安市地下空间开发利用管理办法》日前获市政府常务会议审议通过。根据《管理办法》,今后该市地下空间将实行有偿有期限的竖向分层、横向联通、地面与地下协调配合的立体综合开发利用。《管理办法》鼓励社会团体、企业、事业单位和个人采取合资、合作、股份制、独资等形式,开发利用城市地下空间。城市地下空间开发利用规划纳入城市总体规划,并充分协调土地利用规划、交通规划、人民防空规划、消防规划、地下管线规划等其他专业规划。地下空间用地实行出让和划拨两 “Xi’an underground space development and utilization management approach” recently approved by the municipal government executive meeting.
