一、調查的目的要求武汉自有水文記录以来,武汉关平均高水位为25.23公尺,最高洪水位是1931年8月19日的28.28公尺,但在1964年8月18日,武汉关水位突破自1865年起有水文記录记录89年以来的最高水位,达到了29.73公尺。这一年的洪水,不但水位最高,持續时間也最久,計自7月12日起进入28公尺以上,至9月16日退至28公尺以下,28公尺以上水位共持續了66天,从8月4日起进入29公尺,到9月5日回落到20公尺以下,29公尺以上高水位也持續了33天,至于超过防汛警戒水位26.30公尺以上的时間,自6月25日起至10月3日止,前后持續了整整100天。(見武汉市1954年防汛文献彙編125—126頁,369—391頁)
