为了改变目前不科学、不严肃的科技成果评判方法,北方交通大学完成了国家科委下达的软件科学课题《国家科技成果评判方法及程序》。这项研究成果应用了边缘新兴学科,包括模糊数学,灰色系统理论,物元分析、创造工程学等新成果,它所提供的FHw(模糊、灰色、物元空间)决策系统,融合了美国兰德公司创立的德菲尔方法和日本创立的K、J方法的优点,兼有专家决策和数学决策的特点。这种方法的程序是:设计谘询表、征询两次专家意见,再由计算机辅助处理,得出综合评判结果。这种方法与常规的专家投票法相比有独到之处,它能更科学、更全面地反映成果本身的价值。FHW决策系统不仅适用于科技成果的评判,而且能用于各类决策。
