根據中央關於編製一九五五年國民經濟計劃和增加生產、厲行節約的指示精神,我們對國營企業內部的潛在力量,特別是流動資金方面的潛在力量,開始進行了研究。現將國營工業之間及國營工業與其他國營企業之間存在的商業信用情况及因此而造成的流動資金積壓、浪費、財務計劃混亂等情况,連同取消商業信用的措施,報告如下: In accordance with the directives of the Central Government on the preparation of the national economy plan for 1955 and for the enhancement of economy and production efficiency, we started to study the potential forces within state-owned enterprises, especially the potential liquidity. The commercial credit conditions existing between state-owned industries and between state-owned industries and other state-owned enterprises, as well as the backlog of liquidity, the waste of funds and the chaos in financial plans resulting from such measures, together with the measures for canceling commercial credit, are reported as follows:
