卷烟工业间的联合重组,其实质是调整,其目的是通过市场和政策引导,形成卷烟生产适度集中、企业间充分竞争,以大企业为主导的协调发展格局,实现生产力的合理布局,培育具有国际竞争力的大企业。根据这一指导思想,2003年,国家烟草专卖局做出了对卷烟工业企业组织结构进行战略性调整的重大决策:争取通过3年左右或更长一段时间来完成企业组织结构调整任务,把卷烟工业企业调整到30-50家,品牌调整到100个左右,培育出几个几百万箱生产规模的企业、几个几百万箱的名优品牌,大大提高名优品牌的市场占有率和覆盖面。
