2006年秋季开始在全国多数省份推进了高中新课程改革,但是高中教师大多反应越来越冷淡,由于高中教师教学行为的价值取向,受社会、学校、家长对教师教学的质量评价所左右,再加上一考定终身的高考制度,使得教师教学的质量评价只有高考成绩这一项标准,教师的教学活动因此被推向了应试教育。学生的学习过程不被重视,情感、态度和价值观方面的教学目标难以实现。
