杨灿明,男,1963年生于湖南省桃江县。1983年毕业子湖北财经学院本科,获经济学学士学位。1986年毕业于中南财经大学专业研究生,获经济学硕士学位,同年留校任教。1992年破格晋升为副教授。1995年破格晋升教授。1996年获中南财经大学经济学博士学位,并获霍英东教育基金会奖励。现为中南财大博士研究生导师、财税系副主任、财税研究所副所长、中国财政学会理事、湖北中青年财政学会常务理事、城市综合财政研究会常务副秘书长。1985年以来，先后发表论文120余篇，出版个人专著4部，合著7部，参编专著6部。有8项科研成果获得省部级奖励。目前，主要进行财政政策和税收负担的研究，其研究成果在我国财悦界颇有影晌。
Yang Canming, male, born in 1963 in Taojiang County, Hunan Province. He graduated from Hubei University of Finance and Economics in 1983 with a bachelor’s degree in economics. In 1986 graduated from Zhongnan University of Economics graduate, a master’s degree in economics, the same year school to teach. 1992 was promoted to associate professor. In 1995, he was promoted to professor. In 1996 by Zhongnan University of Economics doctorate in economics, and by the Fok Ying Tung Education Foundation awards. He is now a doctoral tutor of Zhongnan University of Finance and Economics, a deputy director of the Department of Finance and Taxation, a deputy director of the Institute of Finance and Taxation, a director of the China Institute of Finance, a standing director of the Hubei Young and Middle-Aged Financial Institute, and a deputy secretary-general of the Urban Comprehensive Finance Research Association. Since 1985, he has published over 120 papers, published 4 monographs, co-authored 7 monographs, edited 6 monographs. There are 8 scientific research achievements provincial and ministerial level awards. At present, the main research on fiscal policy and tax burden, the research results in China’s financial sector quite influential.
