Resource-based cities, with the coal industry as their main source of income, are bound to regard the innovation and development of coal enterprises as the core task of their work. The adjustment of industrial structure puts forward higher requirements on the integration of coal resources and the cultivation of enterprises in science and technology, and based on this, sets up a system suitable for the development and cultivation of science and technology talents in resource-based cities in order to maintain the rapid development of urban economy .
