上世纪九十年代初期,劳动力自由流动市场逐步形成,到九十年代末期,我国产业结构开始调整及升级,结构性、磨擦性失业率上升,劳务派遣业开始形成。《劳动合同法》实施以来,劳务派遣作为一种新的用工方式,不同程度地满足了我国在市场经济条件下市场主体的需要,体现出具有中国特色的与国际市场接轨的特点,在促进灵活就业、满足用人单位灵活用工需求、减少“磨擦性失业”等方面发挥了积极作用。
