2013年4月28日,习近平总书记在同全国劳动模范代表座谈时指出,“工业强国都是技师技工的大国,我们要有很强的技术工人队伍。”在2013中国经济年度人物评选颁奖盛典上,“中国技工”荣膺年度人物评选特别奖。这在一定程度上意味着,技术工人对于促进我国工业化发展、提升国家竞争力的重要作用正达成社会共识。但必须正视的是,目前我国职工的整体素质特别是技能水平,与建设技工大国、实现“制造强国”的要求还相距甚远。职工受教育总体水平低,职业技能水平不高,高素质技术工人匮乏,已经成为制约我国经济发展方式转变、实现经济结构战略性调整的一个瓶颈。在中国从技术大国向技术强国迈进的路途中,存在哪些现实的问题,如何培养高技能的工人?值得研究和深思。

To a certain extent, this means that the technical workers are reaching a consensus on the important role of promoting the industrialization of our country and enhancing our country's competitiveness. However, we must face squarely that at present, the overall quality of our staff and workers, especially the skill level, is far from the requirement of building a great power of mechanic and realizing the goal of “building a powerful nation.” The overall education level of workers and staff is low, the vocational skills are not high, and the lack of high-quality skilled workers has become a bottleneck that restricts the transformation of China's economic development mode and the strategic adjustment of economic structure. What realistic problems exist in the process of China moving from technological power to technological power, and how to cultivate highly skilled workers? It is worth studying and thinking deeply.
