十五大报告指出,“随着企业改革深化、技术进步和经济结构调整,人员的流动和职工下岗是难以避免的”。我国的企业改革到了攻坚阶段,企业的富余人员安置成了企业改制的“肠梗阻”。许多企业破产、改制、改组因为富余人员难以安置而搁浅,减轻企业负担,精简机构也因裁员阻力较大而行动迟缓,国有企业在走向市场经济过程中遇到了前所未有的挑战。
The report of the 15th National Congress of the Communist Party of China pointed out: “With the deepening of enterprise reform, technological progress and economic restructuring, the flow of staff and the lay-off of workers are unavoidable.” The reform of our country’s enterprises has reached a crucial stage of reform. The surplus personnel of enterprises have become the “intestinal obstruction” of enterprise restructuring. Many enterprises went bankrupt, restructured and restructured because they were stranded and relocated because of the difficulty of relocating surplus workers. As a result, the streamlining of institutions was also slowed down by the resistance to layoffs and the state-owned enterprises encountered unprecedented challenges in moving towards a market economy.
