我国高中阶段教育普及路径上设计的双轨制、普职收费的双轨制、教育资源配置上的“双重双元格局”、普通高中收费的双轨制等政策安排是导致高中阶段学生可能能力不足、机会贫困的制度原因。在追求和谐公平的今天,应统筹考虑高中阶段教育政策,追求教育机会均等、摒弃教育排斥、给予公民实现中国梦的机会。
