本文在分析区域人才聚集力概念基础上,将人才聚集力分为人才吸引力、人才影响力和人才整合力三个层次,分别从三个层次在理论层面上初步构建人才聚集力的评价指标体系。通过变差系数对评价指标进行筛选,删除鉴别能力弱的指标。同时基于全国30个省区的相关数据进行因子分析,从而建立相应的指标权重体系和人才聚集力的综合评价模型。选取2006—2010年5年间的除西藏、台湾以外的30个省、自治区、直辖市年度数据对我国区域人才聚集力的评价指标体系进行实证应用。最后本文对如何提升我国区域人才聚集力提出政策建议。
Based on the analysis of the concept of talented people in the region, the paper divides talented people into three levels: talent attraction, talent influence and talent integration, and constructs the evaluation index system of talented people gathering power from the three levels respectively . Through the coefficient of variation on the evaluation index screening, deletion of indicators of weak identification ability. At the same time, based on the relevant data of 30 provinces and regions nationwide, factor analysis is carried out to establish a comprehensive evaluation model of the corresponding index weight system and talent pooling power. This paper selects the annual data of 30 provinces, autonomous regions and municipalities except Tibet and Taiwan outside China during the five years from 2006 to 2010 to make an empirical application of the evaluation index system of the regional talent pool in our country. Finally, this paper puts forward policy recommendations on how to enhance the concentration of talent in our region.
