改革开放以来,我国曾先后进行了四次大规模的政府机构改革,初步建立起了适应社会主义市场经济体制需要的行政管理体制。但现行的行政管理体制仍然带有明显的过渡性特点,还存在着不少问题。本文在分析了当前我国行政管理体制改革所存在的主要问题的基础上,借鉴和思考体制改革的域外经验,认为深化政府行政管理体制改革应从切实转变政府职能,正确处理中央与地方之间的权力关系,创新管理方式,提升管理能力系等方面进行努力。
Since the reform and opening up, China has successively carried out four large-scale reforms of government agencies and initially established an administrative management system that meets the needs of a socialist market economy. However, the existing administrative system still has obvious transitional features and there are still many problems. Based on the analysis of the main problems existing in the current administrative system reform in our country, this paper draws lessons from the extraterritorial experience of system reform, deems that deepening the reform of government administrative system should change the functions of the government and correctly handle the power between the central and local governments Relations, innovative management methods, improve management skills and other aspects of efforts.
