从科技产出绩效综合评价入手,针对目前组合赋权科技综合评价方法的不足,提出了一种新的科技产出绩效评价方法,即通过因子分析法构建科技产出绩效层次结构模型,并在此基础上构建FA-AHP组合赋权模型。最后,运用该模型对我国内地31个省市科技产出绩效进行了实证研究,进而论证了其可行性和有效性。实证结果表明,77.4%的省市科技产出绩效评价值并未达到平均水平,这一现状亟需引起相关职能部门的足够重视。
Starting with the comprehensive evaluation of output of science and technology, aiming at the shortcomings of the current synthetic evaluation of portfolio empowerment science and technology, a new method of evaluating the performance of science and technology output is put forward, that is, building the output hierarchy model of science and technology through factor analysis, Based on this, a FA-AHP portfolio weighting model is constructed. Finally, this model is used to empirically research the performance of science and technology output of 31 provinces and cities in the interior of our country, and then the feasibility and effectiveness of this model are demonstrated. The empirical results show that 77.4% of provincial and municipal scientific and technological output performance evaluation does not reach the average level, the status quo urgently needs to pay enough attention to the relevant functional departments.
