China Telecom Adds Fun into Senior Care

  Recently, the government of Minhang District, Shanghai and China Telecom Shanghai jointly held a meeting marking the “Tour of Spreading Knowledge for Senior Information in Minhang”. Cao Xiaoqing, vice governor of Minhang, and Chang Zhaohui, deputy party chief of China Telecom Shanghai were present in the meeting.
  China Telecom Shanghai sent 100 HD IPTV lines too single old men in Jiangchuan Block of Minhang and issued employment letters to volunteers in that event.
   The Smart Community
  According to the 12th Five-year Plan about senior care in Minhang, it is necessary to enhance the construction of facilities for the culture, education and sport of old men for the improvement of their mental assets. China Telecom Shanghai actively works with the government for their senior care projects. A social senior care system consist- ing of “home as the basis, communities as the leverage, senior care institutions as the support and technologies as the assistance” has been built in the Jiangchuan Block. A “15-min service circle” was first built in the East Wind Community.


  For this, China Telecom Shanghai particularly provided information-based solutions for the physical and mental health of old men. It set up channels of medical information, online registration, health guideline, housekeeping services in the IPTV, as well as a special channel for the spiritual assets of old men.
  “Making old men have fun of their lives” gives priority to the “fun”. Old men in the East Wind Community can share the videos of their daily lives through the special channel of IPTV. The channel for Chinese operas is bound with the karaoke function of IPTV, enabling the old men to watch the dramas and sing with them.
  Mr. Shang, chief of a neighborhood committee in the East Wind Community, says that 30% of the residents in this community are old men and that requires the efforts of the neighborhood committee in the senior care. The spread of the “smart community” in Minhang has provided informationbased solution to the senior care. Before the initiation of the channel for the old people, China Telecom Shanghai and the district government made substantial research and finally established the East Wind Community as the pilot place. “This not only helped us solve the problems in the work, but also enabled the old men to have fun at home,”he says.
  On the same day of the meeting, Mr. Ma and Mr. Shi were recruited as volunteers to spread the knowledge about information technologies. The two old men were also the receivers of the free access to HD IPTV. Mr. Shi said: “Previously we did not use the broadband of China Telecom because we thought it troublesome to frequently change it. Now we all turned to China Telecom because we want to know about Smart Minhang and the information is only accessible through China Telecom’s IPTV.”   The “Smart Travel Community of Shanghai” which is under the test in IPTV is also a channel set for old men. Now there are 1.8 million users in Shanghai getting tourism information and buying tourism products from that channel, which is the first established project after the “Strategic Cooperative Agreement about Smart Travel in the 12th Five-Year Plan” between China Telecom Shanghai and Shanghai Municipal Administration of Tourism.
  It is known that the governmental department and the company are going to have wide and in-depth cooperation in the tourism information platform, network construction, information push, public service app and ecommerce to build a public service system of urban travel with intelligent ICT, multiple channels, easy access and standard services.
  The “Smart Travel Community of Shanghai” of IPTV is one of the results. It has the programs covering tourism news, introduction of scenic spots, tour guides, best places to go at weekends, performances, best traveling routes and so on, which aim at providing timely and directly tourism information for citizens and travelers.
  In order to spread the knowledge about ICT for old men, China Telecom Shanghai also worked with the Science Committee and Federation of Minhang to teach old men to use simple ICTbased tools, such as mobile phones, Internet, Smart TV and so on. It also aims at teaching old men about the fraud through telecommunications. With the help of volunteers like Mr. Shi and Mr. Ma, the ICT is indeed to bring fun to the old men.
   Distance Monitoring
  In addition to that, China Telecom Shanghai specially designs the “InHouse Treasure” for the old men. It is actually an infrared sensor that can monitor the elderly’s living conditions. If no track of an elderly is found in a certain period, the alert system will be activated and send warnings to the neighborhood community through the platform of China Telecom, so the employees of the neighborhood community will come to the house to check whether he/she is good or not. Therefore, the neighborhood community can organize their work without disturbing the elderly.
  In addition, the smart community also provides the “distance health supervisor” that enables old men to check their blood pressure and blood glucose by themselves easily. The biggest feature is that all the results are recorded by the platform of China Telecom, The data is turned into graphs which are synchronized to physicians’ computers. Once there is something wrong with the elderly, the physician will come to his/her house to provide medical service, reducing their cost of going to the hospital.   “Since my wife was struck with Alzheimer, her memory became worse and worse year by year. She lost her elderly care card several times and even made herself lost one time. Previously we attach a name card to her. But now the “Safeguard Treasure” is more reliable and convenient,” says Mr. Wang living in Yanji Community, Yangpu District. The “Safeguard Treasure” is a locater designed by China Telecom for the elderly. Mr. Wang was one of the first users of this new product.
  China Telecom Shanghai makes use of advanced technologies of telecom and Internet of Things to track and record the daily life of the elderly, which is transferred to the corresponding system through China Telecom’s network. The “Safeguard Treasure”, for example, can connect to five family members, each of whom can locate the elderly via the accounts of elderly family to conform where the old man is. Meanwhile, it can set up a virtual fence for the old man, which can send SMS to the five family members once the old man walks out of the fence. If the elderly actively pressed the SOS button, the system can call his/her relatives automatically. Such functions could lower the occurrence rate of accidents to old men as much as possible.
  Actually, China Telecom Shanghai never stops its progress in providing information services for the old men. In the first half of this year, China Telecom Shanghai and Shanghai Elderly Foundation signed an agreement, promising to build 50 digital TV-based old people’s home for free. In the Third Branch of Yixian Old People’s Home, the IPTV and broadband is all connected to the rooms of old people. The Second Branch of Yixian Old People’s Home adopts the MegaEye system, which enables old men to talk with their children through videos.
  China Telecom Shanghai also develops the service card for the old men who came to dinners in the old people’s home. If an old man does not appear in the old people’s home suddenly without any pre-warning, people responsible for this will immediately know of this and come to check the situation.
   Customized Broadband for the Elderly


  In order to get the elderly acclimatized to the fast-growing information society, Shanghai initiated the project of “helping the elderly get to know the Internet”, helping the elderly to know how to use the computer, Internet, smart phones and other applications through seminars and training courses. It also customizes two special packages of broadband for the elderly: “The Elderly Fun” and “The Old Kids”.   Different from the other broad- band packages launched by China telecom, the two packages for the elderly features favorable prices and flexible duration. “The Old Kids”package provides the access to 10Mb broadband with unlimited duration in a month and the price is RMB 1260 per year or RMB 105 per month. “The Elderly Fun” package puts the broadband and fixed cable telephone together, which physically are the 10Mb broadband and a telephone set. Based on the living time of the elderly, the broadband can be used without any limitation from 7:00 to 19:00 clock, while it is charged at RMB 0.55 per minute with the total cost per month no higher than RMB 99. The use of the telephone is free of charge with the additional telephone communication duration and the service of displaying the incoming call’s number that are valued at RMB 19 per month. The total cost of the package is RMB 999 per year or RMB 100 per month. It is noteworthy that only aged consumers older than 55 can apply for“The Old Kids” package.
