发展学前教育,坚持公益性和普惠性,投入是关键要素。由于学前教育没有列入义务教育范畴,各级政府安排学前教育经费随意性很大,难以形成稳定的投入保障机制。笔者通过对上海、杭州、青岛、大连、厦门等地的调研,从国家政策和各地经验出发,对学前教育资金使用方式、资金来源等方面进行梳理和分析,提出区域层面建立学前教育投入保障机制的建议。一、国家把发展学前教育摆在了义务教育和高中阶段教育之后,为建立学前教育投入保障机制带来较大难度
