一1939年初,中共闽西南潮梅特委决定:开辟一条从广东省大埔县通往福建省平和县至闽南的交通线。2月,党组织分配刘旭担任这条路线的地下交通员。从此,刘旭开始了长达数年的地下交通工作。开始时,刘旭以教师作掩护,继而以经商做掩护,来往于大埔和闽南之间。送往闽南的信件都是“二公”收,带回的信件都写的是“二哥”、“大哥”收。南委事件发生后,他才知道“二公”就是闽南党的负责人何浚,“二哥”、“大哥”是闽西南潮梅特委书记方方同志的代号。
