作为实行国家专卖专营制度的国有企业,外部竞争压力的欠缺极易导致烟草行业商业企业竞争力不强。特别是在“十三五”时期,烟草行业转型提升压力加大,建设学习型企业成为提高烟草商业企业提高工作效率,提升企业竞争力的根本,而对员工进行专业性、有目的的教育培训成为基层单位建设学习型企业的直接方式。当前烟草行业商业企业基层单位教育培训仍存在诸多问题,提升教育培训工作管理水平成为亟待解决的问题。

At present, there are still many problems in the education and training of the grass-roots units of commercial enterprises in the tobacco industry. Improving the management level of education and training has become a pressing issue.
