灵活就业人员现已成为社会医疗保险的重要资源和扩面增长点。各省市针对这一群体采取了许多有别于正规就业群体的特殊政策,有力地推动了灵活就业人员参保。但在灵活就业人员参保政策、管理服务、评价体系等方面还存在诸多问题。本文深入分析了灵活就业人员参保存在的问题,提出从八个层面建立合理机制以推进灵活就业人员社会医疗保险工作的深入开展。
Flexible employment has now become an important resource for social health insurance and expansion of the expansion point. Various provinces and municipalities have adopted many special policies that are different from those of formal employment groups and effectively promoted the employment of flexible employees. However, there are still many problems in such aspects as the policy of participating in flexible employment, management service and evaluation system. This article analyzes in depth the problems of flexible employment personnel participating in insurance, and proposes to set up a reasonable mechanism from eight aspects to promote the in-depth development of social medical insurance for flexible employees.
