劳动者能力的大小,能动作用发挥的程度如何,同劳动者的素质有直接关系。正如邓小平同志指出的:“我们的国家,国家的强弱,经济发展后劲的大小,越来越取决于劳动者的素质,取决于知识分子的数量和质量。”从广义上说,劳动者的素质包括企业领导者、管理者、技术人员和工人的素质。其中主要领导干部的素质则是企业兴衰的决定性因素;技术人员的素质是使企业技术力量得以充分发挥的重要保证;工人的思想觉悟、科学文化知识、操作能力等以及主观能动性的发挥是企业发展的动力。劳动者素质千差万别,但可塑性很大,必须通过各种形式的教育,从德、智、体、能、绩等方面提高劳动者的素质,从而提高劳动者能动作用发挥的成效。
