福山高新区始建于1993年10月,是国家级烟台经济技术开发区和烟台高新技术产业开发区的重要组成部分,是经国家批准的向APEC成员开放的科技工业园区。规划面积8平方公里,其中起步区3.8平方公里,发展区4.2平方公里。依据烟台市政府对福山区现代化工业城区的功能定位,高新区重点发展电子信息、生物工程、新材料、机电一体化产业,是一个以高新技术产业为主导,同时吸收符合国家产业政策的其他各类工业项目进区发展的科技工业园区。
建区以来,按照经济国际化、高新技术产业化和园区建设城市化的要求,突出“发展高科技,实现产业化”这一主题,“以外为主,内外结合,高新技术项目立区”的方针,充分发挥区位、设施、政策、服务四大优势,以发展高创汇、高附加值和高市场占有率的高科技项目为重点,以对外开放、招商引资为主线,加快园区建设步伐,初步奠定了高新技术密集区、对外开放先导区和现代化管理示范区的基本框架。目前,园区共落下美国、日本、韩国、荷兰、德国、奥地利、香港、台湾等国家和地区投资的各类项目130多个,合同投资总额4亿多美元,有3家跨国公司在这里投资。建成投产工业企业83个,完成固定资产投资18亿元。在进区项目中,投资额在3000万美元以上的大项目2个,1000万美元或8000万元人民币以上的较大项目10个,5000万元人民币以上的项目6个,1000万元人民币以上的项目32个。基本形成了电子信息、机电一体化、新材料、生物工程、高档食品加工和化纤纺织六大支柱产业。
按照科技工业园区的功能定位,高水平建设创业载体
福山高新区是烟台市政府规划的重点科技工业园区,这一功能定位要求园区的基础设施建设必须做到高起点、高标准、高速度。高新区管委会尝试“以地招商,空转起步,滚动发展”的开发模式,坚持“一次规划,分步实施,整体推进”和边开发边招商、以招商促开发、以开发促发展的原则,在国家和区财政没有直接投资的情况下,采取以地换路、以地换工程、垫资开发等方式多渠道筹集资金,快速启动基础设施建设,累计投资2.3亿元人民币,建成了110KAV双回路输变电系统、日供水3万立方米的供水体统、装机容量1万门的微机程控电话交换系统、纵横交错的道路管网及雨污分流系统,开通了起步区内11条道路,总长16公里,完成了起步区的“五通一平”工程。
为再造优势,拓展更大的发展空间,2001年计划投资5000万元进行发展区的基础设施建设,到九月底已投入资金2370万元,完成总长6公里、面积28万平方米的三条主干道路路基工程和3.74万平方米的蒲和路硬化工程以及部分供水、供电、通讯、排污管网工程。
实施大开放战略,全力抓好招商引资工作。紧扣招商引资这条主线,用足招商政策,灵活招商手段,创新招商方式,在搞好以商招商、信息招商的同时,积极组织实施网上招商、渗透招商、亲情招商、低门槛招商。
坚持“高新技术项目立区”的指导思想,努力提高支柱产业的科技含量
随着以信息技术为中心的高科技革命的到来,国际分工日益细化,国际投资的科技导向作用越来越突出,表现在产业结构上,国际投资正逐渐向高科技领域转移。顺应这一潮流,高新区以“高”立区,紧紧瞄准尖端领域和最新成果下功夫、作文章。随着投资2000万美元的荏原中央空调、3000万美元的日本矢崎汽车线束、2990万美元的美康通讯、3亿元人民币的山村果园、1亿元人民币的高性能钕铁硼磁性材料、9226万元人民币的佳隆纳米材料等一批规模大、科技含量高的项目相继进区落户,支柱产业凸现出鲜明的“高”字特色,已经形成集群发展优势。其中,荏原空调公司的新型环保制冷机被用在首都机场、日本东京国际机场、马来西亚吉隆坡国际机场等著名机场;佳隆电子材料厂是我国目前真正实现纳米技术产业化的高科技企业,其研制开发的纳米产品填补了国内空白,生产技术处于世界领先水平,被列为国家“863”计划重点支持项目。到目前,有15家企业已被省科技厅认定为高新技术企业,另有十几家企业正在申报;有两个项目被国家计委列入国家高技术产业化示范工程项目,有三个项目被列为烟台市十五期间重点扶持的十大高科技项目。
为给高新技术成果转化提供场所,培育成熟的高科技企业和高科技企业家,高新区还创办了创业服务中心,采取联合开发、技术转让、成果转化等方式,吸引了一批懂技术、会管理的复合型科研人员前来孵化中试高新技术项目,先后有10多家企业进驻孵化,5个项目成熟后已就地落户。
建立封闭式管理机制,保障进区企业健康运行
借鉴国际国内科技工业园区的成功做法和经验,开发区努力探索建立与国际市场相适应的服务体制和运行机制,积极提供优质高效的服务。实行“外来企业集中服务大厅”制度,对进区企业实行“联合办公”、“一个窗口对外”,使投资者在“大厅”内就能办理好各项手续;实行项目引进人“跟踪负责”制度,专人协助投资者办理立项、征地规划、开工建设、工商税务登记等一系列手续,及时协调解决项目涉及的相关问题;实行“无主管部门”和“封闭式管理”制度,对已投产的各类企业,创造宽松的生产经营环境,任何部门和单位,未经区政府批准和高新区管委会派人陪同,不得随意对企业进行检查和收费,保证企业无干扰运转,尽快形成产出规模和最佳经济效益。
福山高新区不断优化创业环境,促进项目引进。他们从助推高科技实现产业化切入,密切与大院大所及大企业的全方位合作。1995年,得悉包头稀土研究院高性能铁硼生产工艺科研资金不足,高新区联合省、市地矿局投入风险开发资金100万元,中试成功后,在福山高新区建设了年产量30吨的生产线,生产的高性能铁硼材料,被美籍华人丁肇中教授选定用在寻找太空暗物质仪器上的关键部位。去年,依托这条生产线,他们与首钢公司、中国高新投资公司、烟台东星公司等大企业,联合包头稀土研究院,总投资9390万元,成立烟台首钢磁性材料股份公司,兴建国内技术最先进的高磁生产基地,被国家计委列入国家高新技术产业示范工程。
福山高新区于1998年成立创业中心,开发建设了一批孵化车间和实验室,建立创业投资基金和高新技术项目风险基金,采取联合开发、技术转让、成果转化等方式,吸引一批懂技术、会管理的复合型科研人员前来孵化中试高新技术项目,通过建立新的产业基地,或向现有企业嫁接扩散,形成了具有持续创新动力和领先优势的园区科技,先后有20家企业进驻孵化,14个项目成熟后已经就地落户,有9家被省科技厅认定为高新技术企业。目前福山高新区内,以荏原空调、冰轮冷藏为代表的机电一体化;以高性能永磁材料、纳米涂层材料为代表的新材料;以山村果园、正大葡萄酒为代表的高档绿色食品加工和以帝元点子斯科伊泰克电子等为代表的电子信息等支柱产业,形成集群发展优势,其中荏原空调公司的新型环保制冷机被用在了北京首都机场、日本东京国际机场、马来西亚吉隆坡国际机场;佳隆电子公司是我国目前第一家真正实现纳米技术产业化的高科技企业,研制开发的纳米涂层材料填补国内空白,生产技术和各项性能指标达到或超过世界先进水平,被列入国家“863”计划重点支持项目。
高新区大力改善投资软环境,营造招商引资新优势。在实行投资项目零准收费政策的基础上,建立、完善了符合国际惯例的服务方式和管理手段。实行了无主管部门制度、现场办公制度、重点项目审批联席会议制度、“外来企业集中服务大厅”制度,主动搞好全方位服务,及时解决外来客商在生产、经营、生活中遇到的困难和问题。对涉外收费和检查项目进行了集中清理、压缩,公开了检查、收费项目和标准,并推行了《收费登记卡》制度。成立了优化投资环境投诉中心,开展了“社会评行风”活动,形成了“企业和投资者是上帝,机关干部是公仆、损害企业和投资者利益是罪人”的浓厚氛围。他们还成立了外商投资企业协会,互通信息,广交朋友。成立了创业中心,加大研究开发、中试生产等环节的服务力度,并建立起创业投资基金和高新技术项目风险基金,吸引了一批复合型科研人员前来孵化,中试高新技术项目。目前,已有20家企业进驻中心孵化,其中有9家被认定为高新技术企业。
近年来,他们积极围绕果蔬资源作文章,实施专题招商、优势招商,并以更加优惠的政策,吸引高科技含量、高附加值的果蔬加工企业落户发展。1998年底,烟台山村果园绿色食品集团公司与香港韶兴绣花公司合资3亿元,生产高档果肉饮料,引进英国APV、德国PKL和挪威ELOPAK等五条国际领先水平的全自动智能程序控制的果肉饮料生产线,生产出了16个品种和规格的山村果园系列饮料,年生产能力达到11万吨,从而结束了烟台作为中国“水果之乡”没有水果深加工的历史,提升了全市果蔬生产、加工的档次和水平。
放眼国际大市场,引进、培育外向型果蔬加工企业。去年6月,烟台进出口公司与阿联酋合资成立了烟台恒润食品公司,引进意大利气调设备,年贮藏水果达1000吨,可贮存到来年6月份淡季上市,产品全部出口东南亚国家,年创汇100多万美元。烟台康乐达食品公司年加工果脯、果干和罐头等2000多吨,90%以上外销日本、美国、西欧等十多个国家和地区,年出口交货值1200万元。
Fushan Promotes High-tech Industrialization

The Fushan New- and High-tech District (FNHD) was launched in October 1993, as a county-level development zone while a part of the state-level Yantai Economic and Technological Zone and the Yantai New and High-tech Industries Development Zone in Shandong Province, east China. The district is designed to cover eight square kilometers in Fushan County under the jurisdiction of Yantai City, Shandong Province. The area breaks down into 3.8 square kilometers for the FNHD‘s first phase development, where infrastructure development has been completed, and 4.2 square kilometers for expansion. Under planning of the Yantai City Government, the district focuses on developing electronics, information, bioengineering, new materials, mechanical-electronic integration and other high-tech industries, while striving to lure in investors in other industries so long as these conform to the industrial policies of the state. FNHD administrators say that no effort is being spared to develop the kind of industries that are export-oriented and capable of generating high added value while enjoying a ready market for their products.
The FNHD now plays host to 130 projects involving investment from the United States, Japan, the Republic of Korea, the Netherlands, Germany, Austria, as well as China‘s Hong Kong Special Administrative Region and Taiwan Province. Investors in the FNHD include three transnational corporations, which have committed US$400 million in contracted capital input. Of the projects already operating in the FNHD, two are classified as "large", involving more than US$30 million in capital investment each; and 10 as "fairly large", with a capital investment of more than US$10 million or RMB80 million yuan each. All told, 32 projects in the district use a capital investment of more than RMB10 million yuan each. Of the 87 projects having gone into production in the district, 15 have been confirmed as high-tech projects and five, designated by the state as model projects to show the way of achieving high-tech industrialization. The district has, by and large, set up a full-fledged industrial establishment with electronics, information, mechanical-electronic integration, new materials, bioengineering and food processing companies as the mainstay.
In 1998, the FNHD set up an industrial incubation center along with an incubation fund and a venture capital fund. Two dozen enterprises have settled in the center, including nine that have passed verification by the Shandong Provincial Science and Technology Bureau as high-tech enterprises. One of these is the Renyuan Air-Conditioner Company, whose products are being used at the Beijing Capital Airport, the Tokyo International Airport and the Kuala Lumpur International Airport. The Jialong Electronics Co. Ltd. in the center is the country‘s first to have industrialized production of nano materials. Its nano coating material has been verified as up to the best international standards, for which the company is receiving assistance under the state Torch Program for high-tech development.
The FNHD Administrative Committee attributes success of the district to the high standards set for development of infrastructure and other facilities. The district kicked off its infrastructure development without direct investment from the government. Thanks to implementation of policy measures such as paid transfer of land for use by investors, however, it has been able to raise sufficient funds for infrastructure construction. Over the past nine years, the district has put in RMB230 million yuan for the building of a 110KVA substation, a water supply system with a capacity of 30,000 cubic meters per day, a 10,000-line program-controlled telephone system, a system of wastewater drainage, and roads totaling 16 kilometers.
Infrastructure development in the expansion area of 4.2 square kilometers has begun. In 2001, the FNHD Administrative Committee put in RMB50 million yuan for the purpose. By the end of September, workers had built six kilometers of roadbeds and prepared hard road surfaces of 280,000 square meters in what is referred to as the New FNHD. A part of the New FNHD is in the picturesque Fushan Town, the seat of the Fushan County Government, which has been recognized by the central authorities as a model in environmental protection. Though its infrastructure development is yet to be completed, the New FNHD is already home to a Japanese company producing parts of high-class cars for export. With the capital investment of US$30 million, the company is yielding RMB700 million yuan in industrial output value.
Flexible policy measures have helped attract investment to the district. The FNHD is keen on projects either foreign-funded or using Chinese capital and technologies. Back in 1995, the FNHD Administrative Committee happened to learn that the Baotou Rare Earth Institute in Inner Mongolia Autonomous Region was short of money for developing a high-performance boric iron material. It lost no time in investing RMB1 million yuan in the Baotou project jointly with the Shandong provincial and Yantai city geology and mineral resources bureaus. Not long after the project proved a success, the district, jointly with the Baotou Rare Earth Institute, built a production line with an annual capacity of 300,000 tons of boric iron. The boric iron material produced in the district is so good that Professor Ting Samuel Chao Chung, a Nobel laureate of Chinese origin, decided to use it on a key part designed for search of dark matters in space. And the production line has been expanded into a high-magnetism materials company, a joint venture between the FNHD and the prestigious Shougang Company in Beijing. The Yantai-Shougang Magnetic Materials Company was started with a capital investment of RMB93.9 million yuan, and has been designated by the State Development Planning Commission to serve as a national model for high-tech development.
The Yantai Area on the coast of the Bohai Sea is a reputed producer of fruit and vegetables. A dozen export-oriented fruit and vegetable processing companies are now operating in the FNHD. One of these, the Yantai Shancun Orchard and Green Food Company, set up a joint venture company with a Hong Kong company at the end of 1998.
