1 引言 自1903年英国工程标准委员会第一次以英国标准为依据,以“风筝标志”为标志,对符合标准尺寸的铁道钢轨颁发认证标志,开创产品质量认证以来,质量认证制度延续至今已有90余年历史。这种制度不仅成为英国提高产品质量,增加产品在国内、外市场竞争能力的有力工具之一,也成为各工业发达国家,乃至发展中国家为建立并完善企业质量体系,促使产品走向市场参与竞争的重要措施之一。 经济制度的改革,使我国的经济运行方式逐步从计划经济向社会主义市场经济过渡,促使市场繁荣和竞争;对外开放,促进了国际交流和贸易的增长,也迫使我们必须适应国际上的习惯做法,与国际惯例接轨,质量认证就是与国际接轨的一个方面。2 质量认证是商品经济发展的产物,是顾客保护意识增强的必然结果
