Modern science holds that “water - soil - plant - atmosphere” is a macro complex, that is, energy and heat are converted in the ecosystem. The rational use and management of water is an important part of making full use of water resources to increase crop yield. In rice production, improper irrigation methods and unfavorable water environment (such as paddy rice fields) can make rice not get suitable growth and ecological environment, causing the ecological environment imbalance, resulting in reduced yield of rice. Therefore, this involves the relationship between water and rice ecological environment, that is, rice’s environmental water issues. This paper attempts to describe the main relationship between water and rice ecological environment by further discussing the use of water supply and drainage, not only to meet the various stages of rice growth to water
