2006年6月29日,十届全国人大常委会第22次会议通过了新修订的《中华人民共和国义务教育法》(以下简称“新法”)。新法坚持以人为本,全面落实科学发展观,把普及九年义务教育、实施素质教育和促进人的全面发展作为立法的基本目标,做出了一系列重大的制度创新。本文试就新法进行一些不成熟的解读。
On June 29, 2006, the 22nd meeting of the Standing Committee of the 10th National People’s Congress passed the newly revised Compulsory Education Law of the People’s Republic of China (hereinafter referred to as the “new law”). The new law has taken a people-oriented approach and has fully implemented the scientific concept of development. It has made a series of major institutional innovations in regard to popularizing nine-year compulsory education, implementing quality education and promoting the all-round development of people as its basic objective. This article attempts some immature interpretations of the new law.
