1989年，我们合肥市淮三小在抓教学常规管理的同时，就开始抓课堂教学结构的改革，提出了“主攻课堂，改进教法，向40分钟要质量”的明确目标，要求老师们做到：严谨治学，认真备课，传授知识准确无误，优化课堂教学，形成自学、精讲、多练的课堂特色。在教学管理上，学校抓住备课、上课、作业批改、辅导、考试五个环节，制定了《教学质量管理工作规范》，提出了具体的规范化要求。
