随着市属国有和集体企业改制面的逐步扩大,到2001年底,杭州市大部分企业已通过改制,组建成为有限责任公司,企业改制后的财务管理问题也应该实现几方面的转变:(1)利用公司组建、企业脱胎换骨的契机,构建全新的财务组织和财务管理模式,提升财务管理在企业经营管理工作中的地位和作用。有位,才能有为,企业财务要发挥更大的作用,为企业领导和职工所接受,必须有相应的地位。企业财务负责人的职位可以通过民意选举或董事会任命来取得,但企业财务负责人或财务会计在企业中的地位是要依靠财会人员特别是企业的财务负责人在工作
