After Japan won the victory of the Russo-Japanese War, Japan’s expansion momentum accelerated. Due to conflicts with U.S. national interests, the United States of America urgently needed measures to suppress Japan’s rising expansion. After thinking long ago of the U.S. President Roosevelt, he decided to adopt a sound approach to exert pressure on Japan by appropriating the elite forces of the U.S. Navy to form a fleet for global voyages and using Japan as an important place of visit. From the results, Roosevelt’s “big stick policy” really had an effect, and Japan could only choose to yield after seeing the mighty strength of the United States navy.
