目的明确2003~2006年3年来不同级别卫生监督机构投诉举报处理能力的变化情况。方法采用系统抽样的方法,调查全国省市县各级卫生监督机构案件查处工作的开展情况和职能落实情况。结果(1)3年来,省、市、县各级别机构投诉举报受理数均逐年上升,其中省级增幅最大,为54.7%,3级别投诉举报及时调查处理率均维持在99%左右,但以市级稍高;(2)2006年投诉举报处理职能中,3项指标随级别的增高而增加,差额最大的是项目完成度,为20%。结论3年建设前后省级投诉举报受理数情况较好,而投诉举报及时调查处理率差别不大,但是职能开展情况差强人意。
Objective To clarify the changes of complaint handling capacity at different levels of health supervision agencies in the three years from 2003 to 2006. Methods A systematic sampling method was used to investigate the implementation of the investigation and handling of cases by health supervisory agencies at all levels of provinces, cities and counties in China. Results (1) In the past three years, the number of complaints and reports received by provincial, municipal and county agencies rose year by year, with the highest increase being 54.7% at provincial level and 99% at 3 levels. Municipalities slightly higher; (2) 2006 complaint reporting and handling functions, three indicators increased with the level of increase, the difference is the largest project completion, was 20%. Conclusion Before and after the construction, the number of complaints received at the provincial level was better, while the rate of timely investigation and handling of complaints was not much different, but the performance of the functions was far from satisfactory.
