改革开放以来,开发型科研机构的管理制度发生了深刻变化,适应市场的能力显著提高。相比之下,事业型科研机构的改革多年来步履维艰,原有的管理方式和办所模式已经不适应科研事业的发展,遇到了人员结构不合理、经费极度紧张和办所活力不足的困扰。由于地方财政困难,事业型科研机构寄托于“等、靠、要”的运行模式难以为继,游离于市场经济之外也将难以生存和发展,以深化改革求发展势在必行。1995年初,滨州地区科技信息研究所进行了综合改革试点。
Since the reform and opening up, profound changes have taken place in the management system of development-oriented scientific research institutions and the ability to adapt to the market has been remarkably improved. In contrast, the reform of career-oriented scientific research institutions has struggled over the years. The original management methods and mode of operation have become unsuitable for the development of scientific research and have encountered problems such as irrational personnel structure, extremely tight funding and lack of vitality. Due to the local financial difficulties, the operation-oriented scientific research institutes will not be able to survive in the operation mode of “waiting, relying on and wanting”, and will hardly survive and develop in addition to the market economy. Therefore, it is imperative to deepen the reform and development. In early 1995, Binzhou Science and Technology Information Institute conducted a comprehensive reform pilot.
